Minutes of the June 23, 2005 meeting

MINUTES

The minutes of the May 2, 2005 meeting were recommended for approval.  A motion for approval was made by Pat Mapes; seconded by Phil Gardner; motion passed 13-0.

 

ACCEPT RESIGNATION OF BOARD MEMBER JIM FEIST

Jim Feist, a member of the Board of Directors since 2000, submitted his resignation from the Board due to his retirement as Principal at Eastern (Pekin) High School.  Jim has represented District III, Class AA schools.  A motion to accept Jim Feist’s resignation, with regret, was made by Randy Barrett; seconded by Bill Amerson; motion passed 13-0.

 

CONSIDER RECOMMENDATION OF IIAAA VOLLEYBALL PROPOSAL

The Executive Committee discussed the merits of the IIAAA proposal regarding varsity volleyball format:

1.   Change the scoring of regular season volleyball matches to the best 2 out of 3, play all three games to 25 points, must win by 2 (no cap); junior varsity and freshmen matches best 2 out of 3 to 21 points, must win by 2 (no cap).

2.   Eliminate the 2 minute serving time during warm up of the varsity match.

 

Commissioner Ress presented an alternative proposal that would mandate a three out of five format with no cap at the varsity level, but reduce the junior varsity and freshman level to the best two out of three to 25, with the third game played to 15 with a cap of 25 and 15 respectively.  The two minute serving time warm up would also be eliminated at all levels including varsity. 

 

A motion to accept recommendation of Commissioner Ress was made by Paul Neidig; seconded by Phillip Gardner; motion passed 12-1 with Penrod dissenting.

 

The Executive Committee was also asked to approve the optional use of the “libero” player for the 2005 volleyball season.  A motion to approve the recommendation was made by Pat Mapes; seconded by Janis Qualizza; motion passed 11-2 with Gardner and Neidig dissenting.

 

GOLF COACHES RESTRICTED FROM BEING ON THE GREEN

Associate Commissioner Craft recommended that boys’ and girls’ golf coaches be restricted from the greens during the competitions.  A motion for approval was made by Randy Barrett; seconded by Phil Hoskins; motion approved 13-0.

 

APPROVE THE IMPLEMENTATION OF THREE-PERSON OFFICIATING FOR ALL TOURNAMENT BASKETBALL GAMES IN 2006-07

Assistant Commissioner Wynns requested approval for implementing three person officiating for all tournament games commencing with the 2006-07 tournament series.  A motion for approval was made by Phil Hoskins; seconded by Geoff Penrod; motion passed 13-0.

2005-06 BOYS & GIRLS CROSS COUNTRY TOURNAMENT SERIES

Associate Commissioner Craft reported on the general format, sites and other preliminary plans for the 2005-06 Boys and Girls Cross Country Tournament Series.  Mr. Craft indicated that there were minimal site changes at any level of the tournament series.  The regional that has traditionally been held at Southeastway Park will be held on the grounds of Central State Hospital in Indianapolis assuming the new course is adequately developed and ready by October.

2005-06 FOOTBALL TOURNAMENT SERIES

Assistant Commissioner Cox presented plans for the 2005-06 Football Tournament Series.  The following information was included in that recommendation.  There will be 311 schools participating in the tournament series this year.  The fifth school listed in the alphabetical listing of schools for each sectional shall conduct the pre-tournament meeting in 2005.

 

A motion to approve the recommendations for the 2005-06 Football Tournament Series was made by Nancy Alspaugh; seconded by Pam Noble; motion passed 13-0.

All State Championship matches will be played at Hinkle Field House starting with the Class A match at 2:30 p.m.  Classes AA, AAA & AAAA will start approximately thirty minutes after the presentation of awards for the previous match.  A motion to approve the recommendations for the 2005-06 Volleyball Tournament Series was made by Phillip Gardner; seconded by Pam Noble; motion passed 13-0.

 

2005-06 EXECUTIVE COMMITTEE MEETING DATES

Chairman-Elect Pat Mapes proposed the following schedule for Executive Committee meeting dates during 2005-06:

A motion to approve the 2005-06 Executive Committee meeting schedule was made by Pam Noble; seconded by Nancy Alspaugh; motion passed 13-0.

 

MANDATE COACHES ATTENDANCE AT 2005-06 IHSAA RULES INTERPRETATION MEETINGS

Assistant Commissioner Wynns requested the Executive Committee mandate that coaches attend the 2005-06 IHSAA Rules Interpretation Meetings in their respective sports.  A fine of $50 per sport will be assessed to schools that do not send a representative to the appropriate rules interpretation meeting.  The sports in which rules interpretation meetings will be conducted are: baseball, basketball, football, golf, gymnastics, soccer, softball, swimming & diving, tennis, track & field, volleyball and wrestling.  A motion to mandate that attendance of coaches and officials at IHSAA Rules Interpretation Meetings was made by Randy Barrett; seconded by Janis Qualizza; motion passed 13-0. 

 

TELEVISION CONTRACT NEGOTIATIONS

Commissioner Ress requested permission to proceed is procuring a favorable television contract prior to the August meeting of the Executive Committee.  A motion for approval was made by Pat Mapes; seconded by Nancy Alspaugh; motion passed 13-0.

 

APPROVE ADJUSTMENTS IN 2005-06 TOURNAMENT FINANCES

Commissioner Ress presented recommended changes in tournament expenses.  A motion for approval was made by Phillip Gardner; seconded by Phil Hoskins; motion passed 13-0.

 

INSURANCE

Assistant Commissioner Cox reported that the Association’s general and excess liability insurance premiums will show a modest 3% increase for 2005-06.  Permission was requested to move forward in obtaining catastrophic liability coverage once bids are received and prior to August 1.  A motion for approval was made by Randy Barrett; seconded by Geoff Penrod; motion passed 13-0.

           

CONTRACT AND SALARIES FOR IHSAA PERSONNEL

Phillip Gardner presented a salary and benefits proposal covering all staff for 2005-06.  A motion to approve the salary and benefits package for IHSAA staff was made by Phil Hoskins; seconded by Paul Neidig; motion passed 13-0.

 

APPROVE THE 2005-06 BUDGET

Commissioner Ress submitted a proposed budget for 2005-06.  After review by the Executive Committee, a motion for approval was made by Janis Qualizza; seconded by Pat Mapes; motion passed 13-0.

 

TRANSFERS

Associate Commissioner Craft presented the final totals for transfers that have been processed during 2004-05.  This report included the following actions:

SPORTSMANSHIP

Assistant Commissioner Wynns reported that the Association had received 756 reports of unsportsmanlike conduct during the 2004-05 school year.  This figure was considerably lower than last year’s figure at this time.

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Argos High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Boys basketball player was not enrolled in enough full credit classes to be eligible):

1.       The Argos High School boys’ basketball program is issued a warning. 

2.       The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.       In accordance with Rule 3-9, Argos High School shall (a) notify all schools against which the ineligible student athlete played of this violation and (b) the games in which Argos was victorious shall be forfeited.

4.       The administration of Argos High School is commended for its reporting and handling of this matter.

 

Bloomington North High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Two boys golfers participated in non-school event without a waiver):

1.       The Bloomington North High School boys’ golf program is issued a warning. 

2.       The student athletes who participated in this non-school sponsored golf event shall be suspended for one meet.

3.       The administration of Bloomington North High School is commended for its reporting and handling of this matter.

 

Carmel High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys golfer participated in three meets):

1.       The Carmel High School boys’ golf program is issued a warning. 

2.       The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.       In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation and the meet scores recalculated after eliminating the ineligible golfer’s score.

4.       The administration of Carmel High School is commended for its reporting and handling of this matter.

 

Carroll (FW) High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Baseball player participated on a non-school team during season):

1.   The Carroll High School baseball program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended for four games.

3.   The administration of Carroll High School is commended for its reporting and handling of this matter.

 

Delta High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys track runner participated in several meets):

1.       The Delta High School boys’ track and field program is issued a warning. 

2.       The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.       In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation, the points scored by the ineligible athlete shall be forfeited, and the scores of the meets recalculated to reflect the forfeits.

4.       The administration of Delta High School is commended for its reporting and handling of this matter.

 

Eastern Greene High School – Commissioner Ress reported the following action as a result of a violation of Rule 12-2 (Fifth year student participated in softball game):

1.   The Eastern Greene High School softball program is issued a warning. 

2.   The student athlete involved in this violation shall be declared ineligible for further competition.

3.   In accordance with Rule 3-9, Eastern Greene High School shall notify Mitchell High School of this          violation and forfeit the game if they were victorious.

4.   The administration of Eastern Greene High School is commended for its reporting and handling of this matter.

 

Frankton High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys track runner participated in three meets):

1.   The Frankton High School boys’ track & field program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation, the points scored by the ineligible student shall be forfeited, and the scores of the meets recalculated to reflect the forfeits.

5.       The administration of Frankton High School is commended for its reporting and handling of this matter.

 

Gibson Southern High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible football player participated in 2 games):

1.   The Gibson Southern High School football program is issued a warning. 

2.   In accordance with Rule 3-9, both schools should be notified of this violation and the games in question shall be forfeited if Gibson Southern was victorious.

3.   The administration of Gibson Southern High School is commended for its reporting and handling of this matter.

 

Jay County High School – Commissioner Ress reported the following action as a result of a violation of the By-Laws (Softball player ineligible due to unexcused absences participated in four JV games):

1.   The Jay County High School softball program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until her academic record meets the minimum standards of Jay County High School.

3.   In accordance with Rule 3-9, Jay County High School shall (a) notify all schools against which the ineligible student athlete played of this violation and (b) the games in which Jay County was victorious shall be forfeited.

4.   The administration of Jay County High School is commended for its reporting and handling of this matter.

 

Lowell High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Five baseball players practiced on a non-school team during season):

1.   The Lowell High School baseball program is issued a warning

2.   The student athletes on the varsity baseball team that were involved in this rule violation shall be suspended for two games.  The immediate dismissal of the other student athletes from the baseball program shall serve as their penalty for this rule violation.

3.   The administration of Lowell High School is commended for its reporting and handling of this matter.

 

Madison Consolidated High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2b (Girls soccer coach coached non-school team with six players from Madison program):

1.   The Madison Consolidated High School girls’ soccer program is issued a warning. 

2.   Coach Paul de Lamerens is reprimanded for causing this violation to occur. 

3.   In lieu of suspending the student athletes, the IHSAA accepts and supports the three match suspension of Coach de Lamerens as an appropriate response to this violation.   

3.   The administration of Madison Consolidated High School is commended for its reporting and handling of this matter.

 

Muncie Burris High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys track runner participated in 3 meets):

1.   The Muncie Burris High School boys’ track & field program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation, the points scored by the ineligible runner shall be forfeited, and the scores of the meets recalculated to reflect the forfeits.

4.   The administration of Muncie Burris High School is commended for its reporting and handling of this matter.

 

Muncie Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-4 (Girls diver participated in 3 meets without required practices):

1.   The Muncie Central High School girls’ swimming and diving program is issued a warning. 

2.   Coach Lura Abrell is reprimanded for allowing this violation to occur.   

3.   The procedures outlined in Rule 3-9 of the IHSAA By-Laws should be followed including the notification of Anderson Highland, Jay County and Muncie Southside of this infraction and the forfeiture of any points earned by the ineligible student athlete.

4.   The administration of Muncie Central High School is commended for its reporting and handling of this matter.

 

Plymouth High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-7.2 (Foreign Exchange student on girl’s JV tennis team never received IHSAA approval):

1.   The Plymouth High School girls’ tennis program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until the proper paper work has been successfully completed.

3.   In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation, the matches won by the ineligible tennis player shall be forfeited, and the scores of the meets recalculated to reflect the forfeits.

4.   The administration of Plymouth High School is commended for its reporting and handling of this matter.

 

Randolph Southern High School – Commissioner Ress reported the following action as a result of a violation of Rule 4-1 (Twenty year old boys’ golfer participated in three meets):

1.   The Randolph Southern High School boys’ golf program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition.

3.   In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation.  If your squad included five golfers, the ineligible golfer’s score shall be replaced by the fifth score to determine your team’s official score.  The final results can then be recalculated to determine if forfeits are appropriate.

4.   The administration of Randolph Southern High School is commended for its reporting and handling of this matter.

 

South Adams High School – Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Used unlicensed umpire for JV baseball game):

1.       The South Adams High School baseball program is issued a warning.

2.       It is our understanding that, in accordance with Rule 3-9 of the IHSAA By-Laws, Union City High School been notified of this situation and that the game has been forfeited. 

3.       The administration of South Adams High School is commended for its reporting and handling of this matter.

 

South Bend Riley High School – Commissioner Ress reported the following action as a result of a violation of Rule14-1 (Used unlicensed boys track starter for triangular meet):

1.   The South Bend Riley High School boys’ track & field program is issued a warning.

2.   Coach Mike Megyesi and Assistant Coach Kyle Weis are reprimanded for causing this violation to occur. 

3.   If it has not already been accomplished, South Bend Riley is directed to follow the procedures outlined in Rule 3-9 of the IHSAA By-Laws including the forfeiture of the meet with South Bend Washington High School.

4.   The administration of South Bend Riley High School is commended for its reporting and handling of this matter.

 

South Bend Washington High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2c (JV softball player practiced on non-school team):

1.   The South Bend Washington High School softball program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended for four games.

3.   The administration of South Bend Washington High School is commended for its reporting and handling of this matter.

 

Tri-County High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys track runner participated in 3 meets):

1.   The Tri-County High School boys’ track & field program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation, the points scored by the ineligible runner shall be forfeited, and the scores of the meets recalculated to reflect the forfeits.

4.   The administration of Tri-County High School is commended for its reporting and handling of this matter.

 

Zionsville High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.4 (Two girls tennis players participated in clinic during contest season):

1.   The Zionsville High School girls’ tennis program is issued a warning. 

2.   The student athletes who participated in a clinic during the contest season shall be suspended for two   meets.  While it is realized that each girl was misled by non-school tennis staff at the Carmel Racquet Club, the IHSAA cannot accept such misinformation as a justification for a rule violation. 

3.   The administration of Zionsville High School is commended for its reporting and handling of this matter.
